A good location for cycle parking - sheltered and right next to the main entrance of Barrow Hospital. (hence the abuse by a motorcycle). But unfortunately wheelbenders.

Cycle parking for railway staff, I think - but it doesn't work when there's a car parked right in front (you could try from the rear, but that doesn't work too well).
Cyclists don't want parking that doesn't support the frame - so the bikes are leaning against railings to the right.
