The text of this notice outside the Fitzwilliam Museum reads:

PLEASE DO NOT LEAVE BIKES ON ANY PART OF THESE RAILINGS

THEY WILL BE REMOVED TO ALLOW FOR ONGOING WORKS

They are being beautifully repainted with green and gold, and it seems that afterwards you will be able to park bikes here again.
