The bollards on the left were rejuvenated last year after being absent / broken for a number of years. They reduce the numbers of motor vehicles mounting, then driving along the footway to pass other oncoming vehicles.

Such bollards are common in Amsterdam where they are known as en.wikipedia.org/wiki/Amsterdammertje
