Cycling is popular in Mittenwald, Germany, and over the border in and around the Austrian resort of Seefeld. E-bikes are seemingly available for hire all over. Including e-bikes with childseats, tagalongs.... And if you need to get you and your bike to or from somewhere then you take a bike taxi. This company lists "Fahrradtransport" on its card but you already know this from the rack behind the vehicle and the driver's T-shirt. If it can be done here, why not in London, Cambridge, etc?
