[Update see: #172110, #172114] [Image taken 6.7.21] Tanner Row, York. The Tier hire e-scooters and e-bikes were blocking access to both sides of the information totem. They were blocking access to the cycle parking from the paved area - direct obstruction, and preventing use by people accessing the Sheffields from the road - indirect use. The rider of the cargo cycle that regularly uses the racks (see: #167507) was unable to do so see: #171443. All Tier hire scooter sites documented see: #164663.
